How to Make Fish Mini Cupcakes – transform mini cupcakes into a colorful underwater adventure with buttercream frosting, royal icing eyes, and mini M&Ms candies.

I’ve been on a mini cupcake kick - hello, Panda Mini Cupcakes and Minion Mini Cupcakes. It all started with my niece's 3rd birthday where I made mini cupcakes, and it’s still rolling into my god-daughters 5th birthday! I am seriously just chugging along and making mini cupcakes over here.
It’s all good though, because I love mini cupcakes. You can eat more. 😉
Fish Mini Cupcakes are just too cute for words, and of course, anything with mini M&M’s candies is bound to be delicious. These little fishy cupcakes are also super easy to make! They may look labor intensive, but I assure you, they are easy-breezy-lemon-squeezy!

- buttercream frosting
- Americolor Soft Gel Paste
- royal icing eyes
- mini M&Ms candies
How to Make Fish Mini Cupcakes
Step 1 | The Fish Body + Eye
You’ve made your delicious mini cupcakes and buttercream; now you'll generously frost the top of your mini cupcake. I piped mine on using a disposable pastry bag and a no.12 round decorating tip, but a knife, offset spatula, or the corner of a plastic baggie snipped off will also suffice.
After you have your fish body colorfully frosted, you'll need to add the eye. I used Royal Icing Eyes, which I made up beforehand for the eyes. You can also purchase them, or use white and black buttercream frosting. I am partial to making Royal Icing Eyes and keeping some on hand. They are perfect for so many baking adventures.
Step 2 | The Fish Mouth
Right now your cupcakes don't look very fishy; they need mouths. For the mouth you'll use two red mini M&Ms candies, placed on their sides, standing up, underneath the eye. Now your cupcakes should have big, beautiful, red fish lips!
Step 3 | The Fish Scales
To complete your little fishy friends, you'll need to add the beautiful and delicious mini M&M candies scales. I used about ten mini M&Ms per mini cupcake for the scales. You can pick out which colors you want and how you want to display them, ultimately you'll be pushing them into the buttercream standing up on their sides, similarly to the fish lips.
